Open Question: Water seeps into my concrete foundation walls after heavy rains. How can I seal from the inside?

Concrete foundation to a 4 story brick apartment building. Concrete basement floors. During heavy rains two sections of the foundation walls below the soil line become damp and sometimes seep water. I suspect the water table gets high during heavy rain and the water pressure forces water in.
Can I seal the wall from the inside and avoid the costs of digging up the exterior for drainage? Will sealants and mortar on the inside with some epoxy or elastomeric paint help???
